This proposal asks CMS to create a standardized federal record identifying a beneficiary’s authorized licensed representative within applicable Medicare enrollment systems. The initiative is designed to provide beneficiaries with greater visibility, reduce unauthorized or unexplained changes, preserve continuity, and strengthen accountability across health plans and enrollment channels.
