Advantage Plus Insurance Agency is collecting real-world experiences from Medicare agents, brokers, agency principals, beneficiaries, and industry professionals involving unexplained Agent of Record changes, house-account assignments, reinstatements, and other situations where an established beneficiary-agent relationship was unexpectedly disrupted.
You enrolled the beneficiary
You assisted a Medicare beneficiary with enrollment and were originally associated with the enrollment.
The beneficiary remained enrolled
The beneficiary continued coverage with the plan or was subsequently reinstated.
Your Agent of Record status disappeared
You later discovered that you were no longer reflected as the beneficiary's agent.
The account became house or unassigned
The record may have shown a house account, direct account, no servicing agent, or another unexpected designation.
The beneficiary never requested it
The beneficiary may still consider you their agent and may report that they never requested the representation change.

The Issue We Are Examining
We are seeking experiences involving Medicare beneficiaries whose coverage continued, renewed, was corrected, or was reinstated while the agent who previously represented the beneficiary was removed, changed, or no longer recognized in the health plan's systems.

Have You Experienced Any of These Situations?
You do not need to know exactly why the event occurred. Tell us what you observed, what the beneficiary experienced, what the carrier told you, and what ultimately happened.
Unexpected AOR Removal
You were previously associated with the beneficiary but later discovered that your Agent of Record relationship was no longer reflected.
House-Account Assignment
A beneficiary you previously serviced appeared to become assigned to a carrier, plan, direct, internal, or unassigned account.
Disenrollment & Reinstatement
A temporary disenrollment, administrative interruption, or reinstatement resulted in the original agent relationship not being restored.
No Requested Change
The beneficiary reports that they did not ask to remove their existing agent or knowingly authorize a new representative.
Renewal Compensation Stopped
Renewal compensation stopped even though the beneficiary appeared to continue coverage and had not knowingly selected another representative.
Conflicting Carrier Records
Carrier portals, statements, departments, or representatives provided different information about the beneficiary's Agent of Record.
Unexpected Agent Change
Another agent or distribution channel appeared on the account without a clear explanation of when or why the change occurred.
Administrative Change
A correction, retroactive transaction, reinstatement, complaint resolution, or administrative event affected the representation record.

What a Representation Disruption Can Look Like
Every case is different. This hypothetical example illustrates one type of experience this initiative is studying.
Enrollment
An agent assists the beneficiary with enrollment and is recorded as the writing or servicing agent.
Ongoing Service
The agent continues assisting with benefits, providers, prescriptions, plan questions, and annual reviews.
An Event Occurs
A reinstatement, administrative correction, enrollment transaction, or other system event occurs.
The AOR Is Missing
The beneficiary remains covered, but the established agent no longer appears associated with the account.
Questions Remain
It may be difficult to determine exactly when, why, or through what authorization the representation record changed.
The Federal Beneficiary Representation Record
Advantage Plus has proposed a standardized federal representation framework designed to strengthen beneficiary choice, transparency, continuity, and accountability.
Beneficiary Authorization
Representation changes should be intentional and supported by appropriate beneficiary authorization.
Representative Identification
Maintain standardized identifying information for the authorized licensed professional associated with an agent-assisted enrollment.
Time-Stamped History
Maintain a historical record of representation additions, replacements, removals, transfers, and other changes.
Reinstatement Continuity
Administrative enrollment events should not automatically erase an otherwise valid established representation relationship.
Auditability
Appropriate authorized parties should have a way to understand when a representation record changed and the basis for that change.
Correction Process
Create a consistent mechanism for addressing inaccurate, disputed, or potentially unauthorized representation records.
