How to interpret CMS Star Ratings

What the ratings mean

CMS rates Medicare Advantage (Part C) and Medicare prescription drug (Part D) contracts on a five-star scale. Higher stars generally indicate stronger measured quality and performance. An overall rating is available for eligible contracts with both Part C and Part D.

Contracts can have different Part C, Part D, and overall ratings. “Not Applicable” or missing ratings are not zero-star ratings.

Important methodology

Ratings are published at the CMS contract level. A contract may cover multiple plan benefit packages and locations. A carrier can operate many contracts with different ratings. A year-over-year change compares the same contract identifier and same rating type across years.

CMS may update or recalculate data; always refer to the latest official CMS release before making enrollment decisions.
